Currently, there are two forms of payment for student education in Ukraine . Payment for regional order funds, also called budget (when the state pays for education by issuing higher education institutions: subsidies, grants and other forms of financing through the allocation of funds from the state budget or international aid). As well as payment for their education independently by the student or his parents, that is, with the funds of individuals or legal entities that are not related to the state ( contract) .
In this regard, many questions arise regarding: whether a deferment from mobilization is provided to students who have not been on the budget since September 1 and will be forced to independently cover the cost of their studies on a contractual basis .
Budget or contract: when is a deferral granted?
The military lawyer, in his explanation , referring to the norm of Article 23 of the Law on Mobilization Training and Mobilization, clearly answers: the form of payment for education in no way affects the right to receive a deferral from mobilization, just like the student’s age of 25 or older.
To receive a deferral, the main condition is to study full -time or dual- study and not violate the sequence of obtaining education, which is recorded in the Unified Education Database ( EDEBO ). That is, if you have previously obtained a bachelor’s degree, to receive a deferral, you must enroll in a higher level of study – obtaining a master’s degree.
Otherwise, the EDEBO system will see your previously obtained levels of education and if the sequence was broken ( for example, after obtaining a master’s degree, you again enrolled in a bachelor’s degree, and not in a postgraduate program as you should have ), then you will be denied the right to issue an EDEBO certificate on the sequence of education in order to receive a deferment from mobilization in the CCC and SP.
Result
In summary, we can clearly state: the form of payment for education (budget or contract) does not affect the right to receive a deferral . What matters is only the sequence of education levels : bachelor – master – postgraduate, etc.
Even if you did not pass the budget and are studying under a contract, you can still get a deferment from mobilization.
