Changes in IDP payments from August 1, 2026: who will lose assistance and who will have it extended

The issue of payments for internally displaced persons is constantly changing. As the Government explains, all this is done with the aim of improving the system, namely, creating the most transparent mechanisms and avoiding abuse by unscrupulous citizens who hide their income in order to receive additional funds from the budget when they do not really need it.

As of August 2026 , the system of state assistance to internally displaced persons is undergoing significant transformations. The Ministry of Social Policy, together with other departments, continues to adapt support mechanisms, focusing on the most vulnerable segments of the population and stimulating the economic activity of displaced persons. In this article, we will take a detailed look at how assistance to displaced persons will change , who can count on automatic continuation , and who will have to update income data in order not to lose funds.

Main criteria and financial status: who is entitled to payments

The main indicator for the assignment or extension of assistance is not the fact of moving from frontline or occupied territories, but the family’s financial situation and the level of its monthly income for each family member. In 2026, the income threshold for receiving payments is UAH 10,380 per person.

That is, the continuation of payments is possible only for those IDPs who have met the following requirements in the last three months:

  • The average monthly income per family member does not exceed UAH 10,380.
  • No expensive purchases: did not buy a new car (under 5 years old) or other goods/currency worth more than UAH 100,000 .
  • Lack of significant savings: deposits, bonds (government bonds) or precious metals worth more than UAH 100,000.
  • The person is not in full state custody and is not serving a sentence in a prison.
  • The family does not receive housing rental subsidies and does not rent out their own property.

Who will lose assistance in August 2026?

From August 1, 2026, payments may be suspended for certain categories of persons who no longer meet the vulnerability criteria or the terms of the IDP support program. In particular, payments to IDPs will be suspended if:

  1. Support period has expired: For many categories, the maximum payout period is now limited to 30 months from the date of initial issuance.
  2. Improved financial situation: Making large purchases or making deposits automatically deprives you of the right to funds.
  3. Data has not been updated: If a migrant’s residential address or family composition has changed, but he has not notified the social security authorities, payments may be suspended to clarify the information to avoid cases of income concealment.
  4. Staying abroad: more than 30 calendar days in a row.
  5. Returned to the abandoned place of residence in occupied and frontline territories: included in  the list of territories for which the date of the end of hostilities (cessation of the possibility of hostilities) or temporary occupation has not been determined.

Preferential categories: who will receive automatic extension of assistance?

You may have often heard that payments are automatically continued , but this rule only applies to certain groups of the population, namely, Resolution No. 709 of July 11, 2023 on “Some Issues of Support for Internally Displaced Persons” provides for special conditions for automatic continuation or simplified review of cases . These include:

  • Children under 6 years old: Assistance is granted regardless of the parents’ income, if other property criteria are met (no car, deposits, etc.).
  • Children from 6 to 18 years old: Payments continue if the child lives in a combat zone or safe area, but is studying at a local educational institution .
  • Pensioners and people with disabilities: If benefits were previously canceled due to exceeding the income limit, in 2026 these categories are eligible for a reconsideration of the case if their financial situation has changed.

The amounts of assistance remain stable: UAH 2,000 for adults and UAH 3,000 for children and people with disabilities.

How to ensure uninterrupted receipt of funds?

In order for the payment of IDPs in August 2026 to be made without financial delays, it is important to submit all documents and clarify personal data to the relevant state authorities on time. This can be done by contacting the Pension Fund (PFU) or the ASN of your city.

We remind you that you need to submit documents and clarify your data if you have changed your place of residence, family composition, or if you were previously denied, but now your income is less than UAH 10,380 per person.

You can submit an application for review or assignment of assistance remotely in two ways:

  1. Through the Diya application: The “Services for IDPs” section allows you to quickly register your status and payments.
  2. Through the Pension Fund portal ( according to detailed instructions published on their website ) : You can submit scanned copies of documents, certifying them with a QES (qualified electronic signature). It is important that the scanned copies are in color, clear, and in PDF or JPG format.

When payments arrive

It is important to note that the payment is credited to the personal account of a person with IDP status . Payments are usually made in two installments – by the 15th and 28th of each month. Therefore, it is the timely updating of data that is the key to ensuring that the assistance will actually arrive, and will arrive on time and in full.
