In his evening address to the people of Ukraine on August 11, President Volodymyr Zelenskyy announced that there was a report from the Main Intelligence Directorate of the Ministry of Defense of Ukraine, led by Oleg Ivashchenko .
Where the latter reported that Putin is preparing a new wave of mobilization this fall , immediately after the parliamentary elections to the State Duma of Russia, which will be held from September 18 to 20, 2026. At which, as President V. Zelensky stated, there will be no party in the Russian Federation that would openly advocate peace (the only party, Yabluko, that publicly advocated peace, was disbanded by the decision of the Supreme Court of the Russian Federation).
The report also revealed the potential number of people Putin plans to recruit into the army through mobilization, which is several hundred thousand people by the end of the year , in addition to the existing monthly rate of contract recruitment into the Russian army.
“Putin’s plan (with elections and then mobilization) is not particularly complex, he wants to portray that the Russians supposedly support the war ,” President V. Zelensky comments, summing up the results of the report.
