Child benefits in a new way: why the government introduced a single special account and what will change for parents

This article is a must-read for Ukrainian families receiving state child benefits, as the Government has introduced important changes. Namely, on May 15, 2026, the Cabinet of Ministers of Ukraine adopted Resolution No. 617 , which radically changes the approach to calculating benefits for Ukrainian families with children. Now, instead of several different accounts for each program, a single special account will operate .

In this article, we analyze in detail which payments fall under the new rules, how and why to issue a “Diya.Kartka”, and what to do for those who already have open accounts.

What payments were combined into one account?

The innovation concerns the most popular types of social support. From now on, funds for the following programs will be transferred through a single special account:

  • “Baby package” (monetary compensation);
  • Childcare assistance until the child reaches one year of age;
  • The “eJasla” program ;
  • “Schoolboy’s package” .

How money will be calculated now: two scenarios

The mechanism for receiving funds depends on how you applied for assistance.

  1. Through the portal or application “Diya” : Money is automatically credited to a current account with a special usage mode. This account must have a ” Diya.Card “ issued to it in one of the authorized banks.
  2. In paper form (through the Central Bank or Social Security) : You can choose one of two options: either use the same “Diya.Kartka” or open another special account at any authorized bank.

Important nuances: do you need to run to the bank?

Many parents are concerned about the issue of reissuing documents. Therefore, it is important to remember three main facts for recipients of payments:

  • Old accounts are still valid: If you are already receiving assistance through a previously opened special account, it will continue to operate in full. You do not need to re-register anything .
  • Last Account Principle: If parents have multiple special accounts open, the system will automatically direct the payment to the one that was opened last .
  • Elimination of time limits: Previously, funds had to be spent within a certain period of time. Now, any restrictions on the terms of use of funds have been abolished .

Where can you spend money?

The government also conducted an “audit” of the business categories where these funds can be used for payments. Now the special activity category codes (MSC codes) have been unified . This means that it will be easier to pay with a card in stores that match the assistance profile (children’s goods, school supplies, etc.), without confusion with bank terminal settings.
