This Procedure for maintaining the “Unified State Register of Conscripts, Military Obligees and Reservists” was approved by Resolution of the Cabinet of Ministers of Ukraine No. 981 of July 29, 2026. It defines the mechanism for maintaining the “Oberig” register (hereinafter referred to as the Register).
The new approved procedure for maintaining the “Oberig” register (register) determines:
- procedures for collecting, storing, processing, using, and destroying information about conscripts, military conscripts, and reservists, and reservations;
- monitoring the integrity and ensuring the protection of the Register database;
- clarifying the personal data of conscripts, military conscripts, and reservists and providing them with information from the Register.
The Register is a single information and communication source (legal system) designed to collect, store, process and use information about conscripts, military conscripts and reservists and ensure the maintenance of military records of citizens of Ukraine in general.













Measures to create, implement and maintain the software of the Oberig Register, technical and technological support, storage and protection of data of citizens of Ukraine liable for military service, conscripts and reservists, technical and technological measures to provide access to the Register are carried out by the relevant authorized body (TCK and SP, State Service of Ukraine for the Protection of Personal Data and others) in accordance with the Laws of Ukraine “On Personal Data Protection” and “On Information Protection in Information and Communication Systems” .
