Some issues of booking conscripts for the period of mobilization and wartime
The Cabinet of Ministers of Ukraine published the text of the amendments on its website, which states :
1. To include in the resolution of the Cabinet of Ministers of Ukraine dated January 27, 2023 No. 76 “Some issues of implementing the provisions of the Law of Ukraine “On Mobilization Preparation and Mobilization” regarding the reservation of military personnel for the period of mobilization and wartime” (Official Gazette of Ukraine, 2023, No. 15, Art. 940; 2024, No. 107, Art. 6790, No. 109, Art. 6980; 2025, No. 7, Art. 548, No. 11, Art. 878, No. 26, Art. 1730, No. 35, Art. 2323, No. 39, Art. 2624, No. 51, Art. 3501, No. 95, Art. 6660, No. 101, Art. 7160) changes being added.
2. To establish that decisions on recognizing enterprises, institutions, and organizations as critically important for the functioning of the economy and ensuring the livelihoods of the population during a special period, which
are in force as of the date of entry into force of this resolution, remain valid for the period for which they were adopted, but no longer than until September 1, 2026.
3. Central executive authorities, other state bodies, state administration bodies whose jurisdiction extends to the entire territory of Ukraine, regional, Kyiv and Sevastopol city state administrations (military administrations in the event of their formation) shall ensure:
by June 10, 2026, review of the Criteria and procedure specified in subparagraph 4 of paragraph 2 for determining enterprises, institutions and organizations that are critically important for the functioning of the economy and ensuring the vital activity of the population in a special period, as well as critically important for ensuring the needs of the Armed Forces and other military formations in a special period, approved by the Resolution of the Cabinet of Ministers of Ukraine dated January 27, 2023 No. 76, the criteria for determining enterprises, institutions and organizations that are important for the sector of the national economy or ensuring the needs of the territorial community, in order to ensure their objectivity, validity and application exclusively to enterprises, institutions and organizations whose activities are critical for the functioning of the economy, ensuring the vital activity of the population or the needs of the state’s defense;
by July 1, 2026, conduct an analysis of the compliance of enterprises, institutions and organizations determined to be critically important for the functioning of the economy and ensuring the life of the population in a special period with the criteria specified in paragraph two of this paragraph. In the event of exclusion of the criterion on the basis of which the enterprise, institution, organization was determined to be of importance for the sector of the national economy or ensuring the needs of the territorial community, cancel the status of being critically important for the functioning of the economy and ensuring the life of the population in a special period;
by September 1, 2026, review of decisions made to designate enterprises, institutions, and organizations as critically important for the functioning of the economy and ensuring the livelihoods of the population during a special period (except for enterprises, institutions, and organizations specified in the third paragraph of this paragraph);
submission to the Ministry of Digital Transformation and the technical administrator of the Unified State Web Portal of Electronic Services, specified in subparagraph 4 of paragraph 2 of the Criteria and Procedure for Determining Enterprises, Institutions and Organizations that are Critically Important for the Functioning of the Economy and Ensuring the Vitality of the Population in a Special Period, as well as Critically Important for Ensuring the Needs of the Armed Forces and Other Military Formations in a Special Period, approved by Resolution of the Cabinet of Ministers of Ukraine dated January 27, 2023 No. 76, criteria for determining enterprises, institutions, organizations that are of importance for the sector of the national economy or ensuring the needs of the territorial community, no later than ten days after their approval or amendments thereto.
4. The Ministry of Defense, together with the Ministry of Digital Transformation and the Pension Fund of Ukraine , shall ensure the finalization of its own state electronic information resources and electronic information interaction between them by August 1, 2026 in order to implement subparagraph 3 of paragraph 1 of the amendments approved by this resolution.
5. To the Ministry of Digital Transformation:
1) ensure:
within a period of 14 days from the date of entry into force of this resolution, finalization of the software of the Unified State Web Portal of Electronic Services for the technical implementation of the provisions provided for in paragraph 2 of this resolution;
by August 1, 2026, finalization of the software of the Unified State Web Portal of Electronic Services for the technical implementation of the provisions provided for in subparagraphs 4 and 5 of paragraph 1 of the amendments approved by this resolution;

2) together with the technical administrator of the Unified State Web Portal of Electronic Services, ensure that the criteria specified in paragraph five of paragraph 3 of this resolution, which are used to determine enterprises, institutions, and organizations that are important for the sector of the national economy or to meet the needs of the territorial community, are taken into account in the functionality of the Unified State Web Portal of Electronic Services, no later than three days from the date of their receipt.
6. This resolution shall enter into force on the date of its publication, except for subparagraphs 1 and 3 of paragraph 1 of the amendments approved by this resolution, which shall enter into force on September 1, 2026.

Please note: the changes come into force on the day after publication. Certain provisions, such as the increase in the salary coefficient, come into force on September 1, 2026.
