Ukraine is officially restoring justice in payments to families of internally displaced persons. As MP Danylo Hetmantsev reported in his Telegram channel, the Ministry of Social Policy has finally settled the issue of calculating housing allowance for all children from IDP families by amending the Resolution regulating the procedure for providing housing allowance to IDPs.

What has changed: payments are now income-independent

Hetmantsev's comment on payments of 3,000 hryvnia to IDP children

The main news is that from now on, benefits for IDP children will be calculated regardless of the parents’ income level . This removes the barrier for many families who were previously denied benefits due to exceeding earnings limits.

Key dates when money will start being paid:

  • From what date will payments to IDP children begin to be received: Accruals for IDP families with children have already been made since February 1, 2026 .
  • Application deadline for those not yet receiving payments: For those who were unable to apply for payments from February 1, 2026, they can do so by May 1. To receive money retroactively (starting in February), the application must be submitted by May 1, 2026 .

Important: If you submit your application after May 1, payments will only begin in the month in which the application was submitted. In this case, money for the previous period (February-April) will not be accrued.

Who do the changes affect?

The updated resolution of the Ministry of Social Policy provides:

  1. Extension of the duration of payments for children with IDP status.
  2. Updating the procedure for reviewing benefits for disabled persons among IDPs.

How to apply?

You can apply for assistance through social security agencies or at the nearest ASN. Given the hype, lawyers advise not to delay in order to get in line before the May 1st deadline.
