Why haven’t payments been working since February?
According to previous plans, the updated program to support displaced people was supposed to be fully operational by the end of winter. Parents expected the first enrollments in February, but the legal system did not work, there was no legal basis. Why did the system fail then?
Due to the lack of a clearly prescribed mechanism in the bylaws (namely, the adoption of a specific resolution) and bureaucratic inconsistencies, the treasury simply could not make these payments. Of course, unfulfilled promises raised a lot of questions and indignation among the displaced, because for many families, these 3,000 hryvnias are a critically important part of the family budget, who chose the territory under the control of Ukraine, not the TOT.
Official confirmation: what Danylo Hetmantsev said
Months of anticipation were put to rest by Danylo Hetmantsev, the chairman of the Verkhovna Rada Committee on Finance, Tax and Customs Policy. On his official Telegram channel, he confirmed the adoption of the critically important document.
“The government has finally approved a resolution to pay 3 thousand hryvnias to all children of IDPs ,” the politician said in a statement.
This means that there are no longer any legal or technical obstacles to transferring funds to Ukrainians’ bank cards.
What parents need to know right now (Instructions)
In order to receive assistance, IDP families should pay attention to several important steps:
Automatic continuation: If you have not received child benefits before and your IDP status is valid, the funds will begin to arrive automatically to the same bank card (most often this is the “ePidtrymka” card or a special account at Oschadbank).
Data verification: If your details, place of residence have changed, or you have not yet applied for assistance, you need to update your data. This can be done online through the “Diya” application or by contacting the nearest ASN or social security department in person.
Accrual deadlines: Since the resolution has already been adopted, the banking system will begin processing the registers in the coming days. Typically, payments are made in two waves – in the middle and at the end of the current month.
