According to the statement of the new Minister of Defense Fedorov in his Telegram channel , it became known that the Ministry of Defense of Ukraine is finally preparing a package of specific projects that should systematically change the situation in the army. Minister of Defense Mykhailo Fedorov reported on the completion of testing new solutions that will concern both the mobilization process and the direct support of servicemen on the front line.
This statement was the result of a closed meeting with representatives of assault and infantry units, which carry out the most complex combat missions at the front.
“Crash test” of solutions from the Ministry of Defense

According to Mikhail Fedorov, the Defense Ministry team, together with the military, conducted a kind of “crash test” of the prepared initiatives. This means that new approaches were discussed in detail and analyzed directly with those who are on the front lines every day to identify their strengths and weaknesses before official implementation.
The main goal of these changes is to strengthen Ukrainian positions, scale enemy losses, and solve the most pressing problems facing the military.
Key areas of innovation: mobilization and SZCH
Special attention in the new package of decisions is paid to organizational and legal issues of conducting the mobilization of men in Ukraine and the search and further actions with those who voluntarily left their unit or place of service (SZCH) and are not returning:
Changes in the mobilization process
It is expected that the approaches to conscription will be updated, which should make the process more transparent and effective for replenishing reserves. Many military lawyers and advocates agree that this could be a new procedure for checking compliance with the registration of those liable for military service, including to overcome the problem of forceful mobilization of the so-called “busification” on the street. As well as the introduction of new restrictions for those who still decide to continue to avoid any interactions with the territorial recruitment centers of the Armed Forces of Ukraine.
The issue of SZCH (unauthorized abandonment of the unit)
The Ministry is preparing new mechanisms for dealing with cases of deserters, the details of which have not yet been disclosed, but they are aimed at a systematic settlement of this problem. Behind the scenes, some sources report the creation of a special register of persons with the status of deserters, or a full register of military personnel of the Armed Forces of Ukraine, where the status of each specific serviceman will be separately identified: UBD, serving, undergoing treatment or in the status of deserter. The latter will be subject to special control, supervision and verification in order to quickly identify such persons and take appropriate measures, from voluntary return to service in their own or another military unit or bringing them to responsibility established by the Criminal Code of Ukraine (liability under Article 407 “Unauthorized abandonment of a military unit or place of service” or Article 408 “Desertion”, the maximum penalty for such actions, which committed during the period of martial law can reach 10 or 12 years of imprisonment).
Separate approaches for stormtroopers and infantrymen
The most anticipated changes will concern those who bear the greatest burden on the front lines. The minister emphasized that separate approaches will be introduced for assault and infantry units , which will address two critical areas:
Terms of service
Review of the duration of stay in positions and general terms of service for infantry and assault troops. What has been the subject of public discussions for so long and what the servicemen themselves are demanding in the 4th year of a full-scale war.
Financial support
Introduction of an updated system of financial motivation and rewards, which will correspond to the extremely high risks and working conditions of these units. After all, as is known, inflation, rising fuel prices and other developments in the world’s financial markets prove that the current financial support of military personnel from 25 thousand to 150 thousand UAH. is extremely low.
The package of these projects should soon be finalized and presented for official approval in the committees and will appear for public review on the website of the Verkhovna Rada .
