What will happen to those who have not digitized their work book by June 2026: official clarification from the PFU

Many Ukrainians who have not digitized their work records by June 10, 2026 are worried about what will happen next, what sanctions and fines await them. In this article, we will analyze how the end of the transition period for digitizing employment information will affect the length of service and future pension for those who have not done so on time, according to the official position of the Pension Fund of Ukraine.

Are there any penalties and liability for failure to digitize labor records on time?

The most important question that concerns both employees and their employers is what is the possible liability: fine, loss of seniority, or other sanctions?

The Pension Fund, understanding the concerns of employees and employers who are unable to digitize their work records on time, has provided clear explanations as to whether sanctions should be expected and what will happen to the work experience of those who fail to submit documents on time. The Pension Fund emphasizes that the current regulatory legal acts do not provide for any liability for failure to submit scanned copies of the paper work book by the established deadline.

What will happen to the insurance experience?

The Pension Fund officially assures: if the paper work book has not been digitized by June 10, 2026, the insurance period will not be lost . All information about your employment remains valid.

Separately, we note that even after the end of the transition period, the PFU bodies:

  • They will continue to accept and process scanned documents to create electronic work books.
  • Original paper work books will be used when assigning a pension to take into account the length of service for periods of work before January 1, 2004.

How to digitize a book yourself?

Those who have not yet done so can digitize their employment data through the Pension Fund of Ukraine’s electronic services web portal . This can be done after authorization and verification by electronic key (signature) by both the employer (insured) and the employee themselves.

Important advice from PFU: Your main task is to securely store your paper work book until it is fully digitized, as it remains an important document for confirming your length of service.
