Today, May 1, 2026, President Volodymyr Zelensky held a rally and at 3:38 p.m. posted a statement on large-scale army reform on his channel .
In this article, we will discuss one of the key points of this reform, namely raising salaries for the military, namely those on the front lines. This has long been a sore topic when the military, who defend Ukraine on the front lines for months, face a lack of funds due to the fact that they are often self-sufficient for everything.
New army reform

A key financial reform in the army will be launched and carried out this year. Namely, according to the president, the key areas of the reform were already agreed upon in April:
- frontline military support for infantrymen;
- military support for the command;
- demobilization of mobilized military personnel.
This month, all key details will be agreed upon and the entire legislative framework will be finalized. And from June, the reform should start and bring the first tangible results.
Raising salaries for frontline servicemen to 250-400 thousand hryvnias per month
The main change that should be introduced by the Government and begin working in June with the first tangible results is the area of financial support for soldiers, including sergeants and commanders of the Armed Forces of Ukraine.
Thus, the new changes proposed by the Presidential decree are:
- increase in salaries for logistics positions in the Armed Forces of Ukraine to 30 thousand hryvnias per month;
- a separate increase for Ukrainian military commanders, combat sergeants, and officers to the proposed tangible level;
- the largest increase in payments for infantrymen on the front line from 250 to 400 thousand hryvnias in salary per month.
“First: I set the task of significantly increasing the monetary support, taking into account the principle of justice, namely, combat missions on the front line, real combat and management experience, and the efficiency of the serviceman should guarantee an increase in payments. The minimum level should be no less than 30 thousand hryvnias for rear positions.” — stated the President
Frontline infantrymen will receive the biggest pay increase
The topic of raising salaries for the military, especially for soldiers on the front lines, whose salaries have not actually been reviewed since the beginning of the full-scale invasion in 2022. And since then, a lot has changed, and we are not only talking about the exchange rate and inflation, but also about the need for military personnel to self-sufficiently provide for housing, fuel, and transportation, for all this, market prices have increased significantly, and UAH 130,000. for combat troops began to be simply not enough for life.
That is why the president emphasized that special attention should be paid to the fact that frontline infantrymen should receive the largest salary increase in the shortest possible time, following the development of legislative changes by the Government.
“A Ukrainian infantryman who holds the front line should feel that our state really respects him. I have instructed to ensure the implementation of special contracts specifically for our infantrymen with payments in the range of 250–400 thousand hryvnias, depending on the performance of combat missions.” — in the words of President Volodymyr Zelensky
