New inspections and fines for gas: payments will come with unexpected amounts for millions of Ukrainians

Few people know, but with the new changes, a simple knock on the door from gas workers can turn into large fines for homeowners. Thus, millions of Ukrainians risk receiving new payments with amounts reaching tens, or even hundreds of thousands of hryvnias. All due to increased control over natural gas consumption, the resumption of mandatory inspections and tough sanctions for any violations or fraud in counting the consumed “cubes”.

In this article, we will analyze who should be careful, what exactly is checked, when a fine may be charged, and how not to overpay for utility bills. We recommend that you take note of the new rules to avoid unpleasant surprises.

Meter Verification: Why Ignoring It Will Be Costly

Periodic meter verification is now a direct obligation of every gas consumer. Refusing to do so or simply not opening the door to gas engineers will be your worst idea. If you do not allow specialists to access the meter or your verification deadline is overdue, you may be automatically transferred to billing according to the “limit norms”, that is, beyond the ceiling of the consumer calculation.

What does this mean in practice? Your gas bills can increase several times, even if you did not consume gas at all during a specific period (a month-long vacation or business trip) or saved every cubic meter and almost did not turn on the stove. It is important to remember that the verification procedure itself is free for household consumers, and its initiator must be your gas distribution network operator (the so-called former regional gas company ).

“Fines” up to 300,000 hryvnias: what inspectors are looking for

Legally, this is not always referred to as a “fine,” but more often it is referred to as “additional gas charges.” If the inspector records a serious violation, the calculation is made as if you had used gas at maximum capacity on all appliances 24 hours a day for an extended period of time.

What can result in a “fine” of exorbitant amounts:

  • Tampering with the device: Damaged seals, detection of the use of magnets to reduce readings or suspicious holes, cuts, cuts, punctures on the meter body. Your gas meter should be perfect, without any scratches that could be interpreted as an attempt to “tamper” with its operation with the aim of “unwinding” the cubes.
  • Unauthorized tapping: Illegal connection to a gas pipe to bypass metering or any other conversion to use gas without permission.
  • Liability for violations by previous owners: If you purchased a house and did not check the condition of the networks, you may be forced to pay for illegal taps by previous homeowners.

Many people mistakenly believe: “If I don’t live in an apartment and don’t use gas, I don’t have to pay at all.” However, this is a misconception, because the gas delivery (distribution) fee is charged monthly regardless of your presence at home (this fact is often challenged in court to get rid of unnecessary overpayments).

Naftogaz , which is the supplier for the absolute majority of Ukrainians, and local network operators emphasize that utility debts are not canceled automatically and can accumulate for years. If the amount of debt becomes critical, the supplier has every right to initiate a gas shutdown.Reconnection will also cost a pretty penny, because you will have to pay not only the debt itself, but also a considerable amount for installation work.

How to avoid cosmic debts and protect your rights

To prevent the fear of fines from becoming a harsh reality, you need to act within the legal framework and follow several critically important rules:

  • Allow inspectors: Open the door to gas company representatives to take readings and verify, but be sure to check their IDs and recorded readings.
  • Monitor the meter: Regularly inspect it yourself for damage to the glass, housing, or seals. If you notice anything suspicious without waiting for the inspection, immediately and proactively notify the operator.
  • Record the actions of gas workers: During any inspections or meter removal, videotape the process. If the inspectors draw up a violation report that you categorically disagree with, describe your objections in detail before signing, or ideally call the police and a lawyer.
  • Be careful when buying real estate: Always initiate an examination of gas networks before concluding a purchase and sale agreement for a private house or apartment with a gas meter, so as not to inherit hidden pipes and millions in fines from the old owners.

Main conclusion: The gas system today requires maximum responsibility from consumers.Paying attention to your meter, paying on time, and being open to cooperation during scheduled inspections is the only surefire way to stay calm and avoid catastrophic numbers on your monthly bills.
