A new Bill 15215 dated 05/01/2026 on financing innovations in the defense sector has been submitted to the Verkhovna Rada

The deputies of the Supreme Council submitted a Draft Law on Amendments to Certain Legislative Acts of Ukraine Regarding the Innovative Activities of the Defense Forces No. 15215 dated 05/01/2026.

The purpose of which is to ensure regulatory and legal regulation of the development, implementation and financing of innovations in the defense sector in Ukraine.

The goals set by the new law

A new Bill 15215 dated 05/01/2026 on financing innovations in the defense sector has been submitted to the Verkhovna Rada

The objectives of the authors of the bill are to stimulate the development of innovations through legislative changes, namely:
– to establish the terminology related to innovations in the defense sector;
– to determine the ways of forming and implementing innovation policy in the defense sector;
– to identify entities involved in innovation activities in the defense sector;
– to establish the features of regulating innovation activities in the defense sector;
– to expand opportunities for financing innovation activities in the
defense sector.

Justification of the need for future changes

Defense innovations are an important element in building the capabilities of defense forces. They play a key role in deterring potential aggressors and ensuring effective repulsion of hostile actions against Ukraine.

As of today, the lack of a unified approach to the search, development, testing, implementation and scaling of innovations in the defense sector significantly complicates their effective use. The activities of the entities involved in this process are fragmented, and the level of coordination between them remains insufficient. That is, according to the authors, there is a noticeable shortage of flexible mechanisms for financing innovative activities in the defense sector, and the legislative framework does not define clear powers for their implementation.

Additionally, there are legislative gaps that make it impossible to finance the development and testing of innovations within the framework of defense procurement. The current regulation of innovation activities is overly regulated and does not take into account the specifics of the defense sector, which significantly slows down the process of development and implementation of innovative solutions.

Result

The adoption of bill 15215 of 01.05.2026, according to its authors, will create a comprehensive system for managing innovations in the defense sector, which will improve the process of their financing and contribute to the growth of the capabilities of the defense forces. Overall, this will increase the technological competitiveness of Ukraine and ensure reliable protection of its national
security.
