Important: Residents of remote villages do not have to go to the city every time for consultation or to apply for payment – this and most other issues can be resolved through the local village headman.
Legal basis: why don’t they have the right to refuse you?
Many citizens feel embarrassed when thinking about or asking the authorities for money, because they often hear explanations like “there is no money” or constant excuses like “come back tomorrow.” But it is worth remembering that this right is guaranteed by the state and the Constitution of Ukraine as a social country:
- Powers of the ATC: According to Article 34 of the Law of Ukraine “On Local Self-Government in Ukraine” , the city council is obliged to ensure social protection of residents, including at the expense of its own funds, without waiting for funding from the state budget.
- Source of funds: Article 91 of the Budget Code of Ukraine clearly states that assistance to citizens is a priority expenditure of the local budget, especially in difficult life situations when community residents urgently need it due to treatment or other problems.
- Protection of the appeal: Your application is an official document. According to the Law “On Citizens’ Appeals” , you must be given a response within 30 days. If there is ignoring or delay, you have the right to moral compensation and a complaint about such actions with the holding of the guilty persons to account.

Can I apply online?
Initial consultation can be obtained by phone, but to register an application with original documents (or certified copies) usually requires physical presence at the ASC or transfer of documents through the headman. However, such an application can be submitted by your representative if you are physically unable to submit it, for incapacitated persons, the application is submitted by a guardian.
How quickly will I receive the funds?
Typically, the entire procedure takes up to 2 months from the moment of submitting the application to receiving funds in your account after the application is approved by the payment commission and a vote in the city council on the allocation of funds from the local budget.
