The legislation stipulates that for the start of heat supply, the average daily temperature in the city is +8 degrees Celsius and below for more than three consecutive days, with a forecast of further cooling.
What are the queues for supplying heating to consumers?
Since the launch of heating for a city of a million people, which is also subjected to enemy attacks every day, is a complex multi-level task, the heat supply is divided into groups of consumers. It is customary to distinguish three groups of heat supply.
The first group (usually heat supply occurs in early October) are social institutions: hospitals, kindergartens, schools, boarding houses, etc.
The second group (directly tied to the average daily air temperature of +8 degrees and below) provides heat to residents of microdistricts of apartment buildings.
The third group (after connecting the first and second groups) are commercial facilities, city administrations and other administrative buildings of the city of Kharkiv.
Who is responsible for providing heat in the city?
The Kharkiv City Council and its Department of Housing and Communal Services , as well as the service providers KP “Kharkiv Heat Networks” and KP “Kharkiv Heat Systems” are responsible for the organization, start, and conduct of the 2026-2027 heating season in the city of Kharkiv .
It is these bodies that monitor the condition of the networks, prepare them for the new heating season, and in the event of accidents or damage, promptly eliminate problems to provide heat to the homes of Kharkiv residents.
