A new academic year will start in most educational institutions in Ukraine on September 1. At the same time, many students who have enrolled for the first time are wondering whether I will have a deferment of studies and whether I will be subject to mobilization under the new rules if I am already 25 years old .
Students exempt from mobilization
The current legislation on mobilization training and mobilization clearly regulates that a deferment is granted to all men liable for military service without exception if they are pursuing professional, specialized pre-higher and higher education, who are studying full-time or dual education and are obtaining a level of education that is higher than the previously obtained level of education.
In simple terms, if you already have a bachelor’s degree, to receive a deferment you must enroll in a full-time or dual-degree program to obtain a master’s degree, which is the next step in the level of obtaining a degree. And if you already have a master’s degree, then to receive a deferment you need to enroll in a graduate school.
At the same time, age over 25+ is of no importance and does not affect your right to receive a deferment from the call for mobilization if you were enrolled by order of the rector and entered into the unified education database ( EDEBO ) as a student pursuing the next higher education in sequence.
It is worth noting that the form of payment for education (budget or funds from individuals or legal entities) does not affect the right to a deferral; if the sequence of obtaining education is not violated, the deferral will still be granted.
Which students are subject to mobilization?
If a student subject to military service (regardless of age) enrolls in a university and violates the sequence of obtaining education (for example, previously received a bachelor’s degree and re-enrolled in a bachelor’s degree in a different specialty), he will not have the right to a deferment and may be mobilized.
Students who study in the evening or correspondence form of study, regardless of the sequence of their education. That is, even if the sequence is “not broken” , they cannot have a deferral and be exempted from the call for mobilization.
It is worth noting separately that students who have enrolled in a university abroad are also not able to receive a deferment from mobilization , since foreign universities are not included in the unified Ukrainian education database and cannot issue an appropriate certificate on the sequence of education, which is the basis for submitting an application for a deferment to the CCC and SP.
Students who study at private educational institutions , who study programs that are not accredited by the Ministry of Education and Science and do not have appropriate licenses to carry out educational activities, will also not be able to receive a deferral .
Also, studying at private courses, trainings, evening seminars, and clubs does not entitle you to exemption from mobilization during martial law.
