e-Housing 2026: New changes have come into effect — the first 10 years 3%, then the rate increases to 6% per annum

On June 17, 2026, the Government adopted a new Resolution No. 794 , which amended Resolutions No. 856 “On Some Issues of Ensuring Affordable Mortgage Lending to Citizens of Ukraine by Ukrfinzhytlo” and No. 1176 “On Approval of the Procedure for Providing Assistance to Resolve Housing Issues for Certain Categories of IDPs Living in the Temporarily Occupied Territory, and Amending the Procedure for Maintaining the State Register of Property Damaged and Destroyed as a Result of Hostilities”, which significantly changed the payment procedure for e-Housing, initially 3% for the first 10 years, then the rate increases to 6% per annum, and expanded opportunities for defenders of Ukraine and their families, making it possible to purchase their own housing at 3% per annum.

In this article, we will analyze in detail whether this applies to those who already pay for their own housing under e-Housing, what pitfalls and pleasant surprises have been introduced, and who it applies to first of all. Why is there a Home?

To begin with, it is worth noting that the “eOselya” program is one of the components of the larger Made in Ukraine project , which is designed to stimulate domestic production, create new jobs, increase demand for national goods, which in turn stimulates the development of the Ukrainian economy in difficult wartime.

How does it work? The state, through loans and state programs, provides citizens with funds on preferential terms for the purchase of their own square meters. Citizens who are eligible, taking advantage of the favorable terms of a mortgage at 3% under the state program, go and buy new housing, the developer receives funds, pays taxes, begins construction of new housing, creating demand for Ukrainian goods and new jobs.

Main change: 3% discount for veterans for decades

The most important change concerns war veterans and families of fallen defenders who wish to purchase housing under the e-Housing program. Under the new changes, the state will compensate banks for the interest rate, under new conditions:

  • For the first 10 years of the loan, the interest rate for military personnel and their families will be only 3% per annum .
  • Starting from the 11th year , the rate increases to 6% per annum .

Who is entitled to these conditions?

According to the updated rules, the following categories of citizens can take advantage of the benefit upon providing supporting documents:

  • Participants in hostilities (UBD).
  • Persons with disabilities as a result of war.
  • Participants in the war.
  • Families of fallen or deceased war veterans and Defenders of Ukraine.

From now on, the “eOselya” program allows you to buy much more spacious housing for small families. The state has revised the square footage limits, which is especially important for those who plan to have children in the future or have relatives who have nowhere to live.

Comparison of norms for a family of two:

  • Apartment: was 52.5 sq. m — became 73.5 sq. m . (increase by 21 sq. m)
  • House: was 62.5 sq. m — became 83.5 sq. m . (an increase of 21 sq. m.)

In addition, the rules have become more flexible regarding family composition: now children under the age of 21 are taken into account when calculating the allowable area and income (previously, the limit was up to 18 years old).

Geography and age of housing: Where can you buy a home?

In general, the requirements for the “age” of real estate depend on the region and the category of the borrower. However, a new strategic step has been taken to stimulate the market in the de-occupied and frontline regions.

From now on, in front-line regions (Chernihiv, Sumy, Kharkiv, Zaporizhia, Kherson), veterans and privileged categories can purchase housing in houses put into operation no earlier than 20 years before the date of the agreement.

Other regions and Kyiv: for privileged categories (military personnel, doctors, teachers, scientists, veterans) only housing up to 3 years old from the moment the building was put into operation is currently available under e-Housing.

Please note that for IDPs: a universal rule applies – the house or apartment must not be older than 20 years in any region where the program operates.

How to apply: 5 simple steps in “Actions”

The process is now digitalized and as transparent as possible. You don’t need to collect piles of papers, at the first stage everything is as simple as possible:

  1. Go to the ” Diya “ application and select the ” eOselya ” service.
  2. Fill in the details about your family composition, income, and housing.
  3. Choose a bank (currently Oschadbank, PrivatBank, Ukrgasbank, Sense Bank, Globus and others participate in the program).
  4. Get a preliminary offer from the bank (usually within 24 hours on business days).
  5. Find housing and provide documents to the bank for a final decision and conclusion of a purchase agreement.
  6. The bank will transfer the funds to the homeowner , and you will pay a preferential 3% mortgage interest to the bank monthly for 20 years.

Additional features: Combination with “eRecovery” and regional surcharges

The e-Housing program is further integrated with other government compensation and payment initiatives. For example, if your previous home was destroyed, you can use an e-Recovery certificate as a down payment on a mortgage.

Also, don’t forget about regional compensation programs by region. In Lviv, Transcarpathia, Odessa, and other regions, local authorities often pay an additional 0.25 to 3% per annum for the borrower, which actually makes the loan interest-free for certain categories.

Important financial details

  • Minimum down payment: usually from 20% of the property value.
  • Loan term: up to 240 months (20 years).
  • Insurance: mandatory insurance of real estate (rate from 0.25% to 1.25%, if war risks are taken into account).
  • Tax deduction: Borrowers are entitled to a refund of part of the interest paid through a tax deduction.
