- Automatic quarterly indexation: On the first day of each month following the reporting quarter, a recalculation of payments should be carried out. The amount of cash benefits will increase by a coefficient corresponding to 150 percent of the average wage growth rate in Ukraine for the previous quarter.
- Guaranteed minimum threshold: The draft law clearly establishes a “lower limit” for payments. A serviceman’s financial security cannot be less than 150 percent of the average wage (income) in Ukraine per quarter (as of 2026, this is about UAH 44,250 ) preceding the payment.
These changes are planned to be enshrined not only in this separate law, but also by making relevant amendments to Article 9 of the Law of Ukraine “On Social and Legal Protection of Military Personnel and Members of Their Families” .
Implementation mechanism: Automation and control
One of the main advantages of the project is the automatic procedure for increasing payments . This means that military personnel will not need to wait for separate resolutions for each increase – the procedure should be determined by the Cabinet of Ministers of Ukraine , adopting the relevant document to implement the law.
The government also receives a three-month period after the law enters into force to:

Where will the money come from? Financial and economic justification

- Reduction of the “Reserve Fund” to cover unforeseen costs at the start.
- Legalization of the shadow economy and elimination of inefficient budget expenditures.
- Use of funds reserved for servicing the public debt .
- Attracting international assistance , EU grants, loans from foreign governments and financial organizations.
