Who can apply for help?

In the 5th year of the war in Ukraine , many Ukrainians, including residents of the Bila Tserkva urban territorial community, which includes the following communities: the city of Bila Tserkva, the village of Terezine and the villages: Vilna Tarasivka, Volodymyrivka, Hajok, Hlybochka, Hlushky, Horodyshche, Drozdy, Mazepyntsi, Pylypcha, Pishchana, Sydory, Skrebyshi, Tomylivka, Khrapachi, Shkarivka with a sad population of over 218,000 people.

And everyone faces financial difficulties in different ways: heating for the winter, utilities, education and upbringing of children, or simply difficult life circumstances. Everyone is not used to waiting for help from the state or international funds, but simply relies on their own strength, but it is important not to forget about the closest resource to you – the budget of your own community, which you fill every day, living on its territory .

According to the Law “On Local Self-Government in Ukraine”, the right of MTGs and ATCs to allocate money from the budget for social protection (Article 34) of their own population and support their well-being is directly provided for, if individuals require it upon their request.

The local council of the Bila Tserkva territorial community annually allocates funds for material support for its residents who are aware of such a right and have exercised it by submitting an appropriate application. 

However, many people, having learned about this, ask themselves the question “How to get this money legally, without having “connections”, and what documents need to be taken to the local ASN” – we, as editors of the publication Ukrainian Information, together with a specialized lawyer, will analyze it in detail and step by step.


Who exactly among the residents of the Bila Tserkva MTG community is entitled to payment?

Local assistance is not given “just like that.” These are targeted funds for specific goals and needs of citizens. So, according to the lawyer, you have a high chance of receiving money if you belong to one of these categories, but not exclusively:

  • Individuals who require expensive treatment (oncology, surgery, long-term rehabilitation). This is the most common reason for payments.
  • Citizens who find themselves in difficult life circumstances (fire, flooding of housing, loss of breadwinner).
  • Military personnel and veterans (for rehabilitation or solving social and household issues).
  • Low-income families with many children or single pensioners whose pension is critically insufficient for basic needs.

Important! Even if you do not belong to the preferential categories, but can document a critical need for money (for example, with checks from a pharmacy, or utility bills that you cannot cover due to lack of income), you have the right to submit an application.


How much can you get?

The amount of assistance is not fixed (it is not necessarily 6,500 or 1,000 UAH). The amount is determined by a special commission at the local council of Bila Tserkva, based on your situation and the availability of money in the budget.

  • Usually, from 2,000 to 5,000 UAH is allocated to solve everyday problems .
  • For serious treatment, the amount can be 10,000 – 20,000 UAH or more (if there are doctor’s notes and supporting documents).

Step-by-step instructions: where to go and what to do

To receive assistance, residents of the Bila Tserkva community need to take three steps:

Step 1. Collect a basic package of documents:

  1. Copy of passport and identification code (TIN).
  2. Income certificate (for all family members for the last 6 months) – to prove hardship . A family can consist of one person.
  3. Certificate of family composition (or extract from the register of the territorial community).
  4. The main thing: Documents confirming your problem (medical certificates, receipts for medications, fire report, etc.).
  5. Your bank account details (IBAN) where the funds will be transferred.

Step 2. Write a statement

The application is addressed to the head of the Bila Tserkva City TG. It should describe in detail and honestly why you need the money.

Step 3. Submit documents

The package of documents must be taken to the local ASN (Center for Administrative Services) at the address: Bila Tserkva, Yaroslava Mudryho St., 38/12, 2nd floor.

How long to wait for a decision?

After submitting documents to the ASC of the Bila Tserkva community, your case is transferred to a special commission for consideration. Usually, the commission meets 1-2 times a month. The decision is approved at a session of the local council, after which the funds are transferred to your bank account. In general, the process can take from 3 to 6 weeks .
