In the fifth year of the war, when social protection at the level of territorial communities becomes a key tool for supporting Ukrainians, not only those who directly suffered from the war and became internally displaced persons (IDPs) due to damage or destruction of property. But also many ordinary residents of Cherkasy and Vinnytsia regions who do not have the means for daily living due to difficult life circumstances caused by the war, such as loss of work, income, death or disappearance of the breadwinner, treatment or long-term rehabilitation. And most of them do not know that the local budgets of their territorial communities, which they have filled for years by living in the territory of Uman, Khrystynivka, Haisyn, Ladyzhyn and Nemyrivka territorial communities and paying taxes, have the right to material support with money that is annually allocated to help their citizens in difficult life circumstances.
Regardless of whether you live in the central regional center of the community or in a remote city such as a village or settlement under the jurisdiction of the community, or even in a remote village, the Law “On Local Self-Government in Ukraine” and Article 91 of the Budget Code of Ukraine guarantee you the right to financial support upon your request.

Legal basis: your rights to payments
As we wrote above, you are entitled to payment if you are a resident, both permanent and IDP, in a certain community.
There are no clear, specifically fixed family circumstances for receiving the payment, under which you are guaranteed to be entitled to a payment or not. This issue is left to the discretion of the commission once it receives your case with a description of the circumstances and problems you have and need finances to solve them.
Most often, from the practice of lawyers, according to the analysis of the editors of our publication, Ukrainian Information on payments from the local budget is submitted if:
- the family is low-income or needs financial assistance due to loss of income
- the family has young or underage children who need material improvement of their conditions
- large family
- child with a disability
- single mother or father with a child
- pensioners and elderly people over 60 years of age
- cancer patients and other citizens who need treatment and do not have their own funds
- military personnel and their families
- war veterans and their families
- prisoners of war
- others
All applications from citizens in these communities are regulated by a single state law. If you apply for payment from the community reserve fund, as the lawyer notes, be sure to refer to these norms:
- The Law of Ukraine “On Local Self-Government” (Article 34) gives city councils the right to allocate funds for social protection of residents.
- The Budget Code of Ukraine (Article 91) determines that these payments are legitimate expenditures of local budgets.
- The Law of Ukraine “On Citizens’ Appeals” obliges the authorities to provide you with a response within 30 days and make a decision on allocating funds or refusing.

Ladyzhyn community (Vinnytsia region)
It covers the city of Ladyzhyn , the villages of Hubnyk and Ruzhytske, as well as the villages of Vasylivka, Zaozerne, and Lukashivka.
Nemyrivska community (Vinnytsia region)
Includes the city of Nemyriv and over 20 village councils, including the villages of Bayrakivka, Bobliv, Bondurivka, Velyka Bushynka, Vorobyivka, Golovenky, Zarudyntsi, Kovalivka, Krykivtsi, Kudlayivka, Medvezha, Mukhivtsi, Nykyforivtsi, Rachki, Ruban, Sokilets, Strilchyntsi, Spodahy, Chukiv, Yazvinky.
How to apply for financial assistance: step-by-step instructions for all ATCs

The algorithm of actions in the ASCs of Uman, Nemyriv, or Ladyzhyn is practically the same:
- Collection of documents: Passport, code, certificate of family composition, certificate of income for 6 months.
- Justification: Medical certificates (if assistance is for treatment or for medications or long-term expensive rehabilitation), fire or property damage reports, if any, a report on the family’s living conditions, a war veteran’s certificate or UBD.
- Application: Submitted to the head of your ATC through the local ASC.
- Payment: Made exclusively to the bank account (IBAN) specified by you in the application.
