After lowering the mobilization age from 27 to 25 years, when it was first adopted by the Verkhovna Rada in 2023, and finally the new changes came into force after being signed by the president in April 2024. Now many are seriously afraid of a new reduction in the mobilization threshold for men to 23 years old, or even to 19 years old according to some rumors.
This becomes especially relevant in 2026 amid public statements and discussions of new legislative changes to the mobilization procedure, which seem to be about to be published in a new law.

Is lowering the mobilization age to 23 just a rumor or reality?
In fact, from the beginning of the war until the socially sensitive topic of mobilization of men of draft age was raised, there were many rumors, myths, various versions, and even outright fakes. There were often cases of “AI-generated inputs” for the purpose of IPSO, that is, the spread of disinformation or manipulative data to influence the emotions of the population.
Until now, civil servants of various levels, including those who are often not even part of the decision-making structure and are not directly involved as experts or consultants for specialized committees or meetings discussing similar issues, allow themselves to make “alarming” statements regarding the possibility of certain legislative changes on mobilization, deferment, or terms of service in the Armed Forces of Ukraine, but cannot confirm their own statements with sources or specific documents.

Regarding the issue of lowering the mobilization age to 23 years, as of the time of preparation of this material in 2026, there are no draft laws or legislative initiatives in public access that would have been submitted for consideration by the Verkhovna Rada session with the initiative to lower the mobilization age for men to 23 years.
It is worth noting separately that Deputy Head of the Office of the President of Ukraine Pavlo Palis, in an interview with RBC-Ukraine in April of this year, already stated that there is no reason to lower the mobilization age in Ukraine below 25 years , since over the past 10 months the situation with the mobilization of personnel has significantly improved.
Result
Although society has again begun to actively discuss the topic of lowering the mobilization age to 23 years, due to various public statements, as is known from the statement of the Deputy Head of the Office of the President P. Palis and the website for monitoring draft laws that will be considered at the next sessions of the Verkhovna Rada, there is no reason to believe that the mobilization age will be lowered to 23 or 19 years in the near future.
