How to register for military service at 17 and get an e-VOD for school in Action or Reserve+

Many of us are used to ignoring the military registration at first, since everyone knew that the school does this by sending pre-conscripts to the military registration center with subsequent registration for military registration or exclusion from it if the commission establishes the conclusion “unfit for military registration”. However, today the Law of Ukraine “On Military Duty and Military Service” has undergone significant changes caused by the ongoing martial law in Ukraine.

Accordingly, the process of registering young men for military registration at the age of 17 no longer requires referral and passing a military medical commission (MMC) to determine the degree of fitness, and everything happens digitally Online in the Diya application with a clear interface or directly in the Reserve+ application.

The need to obtain an electronic military registration document (e-VOD) is caused not only by law (in order to avoid receiving an administrative fine for not registering for military registration on time – young men must do this in the year they turn 17), but also by additional checks at school . The military registration officer will now check students’ compliance with this rule and will require them to provide a current electronic extract from Reserve+ or Action.

As noted by the Ministry of Defense: “Schools request this document not on their own initiative, but in accordance with  the Resolution of the Cabinet of Ministers of Ukraine No. 1487 of December 30, 2022 “On Approval of the Procedure for Organizing and Maintaining Military Records of Conscripts, Military Obligees and Reservists” , which states that educational institutions are among the organizations required to maintain  personal military records. “

Who should register and when?

The first key point for registration is the age at which a young man must turn 17 years old, he is considered a “pre-conscript”, when he reaches the age of 18 he already has the status of a “conscript”.

A young man is subject to military registration in the year he turns 17 , and if he misses this deadline, he will be subject to an administrative fine. Staying abroad does not exempt young men from this obligation.


Registration deadlines (mandatory by July 31)

There is a misconception or many people have come up with the rule that it is necessary to register for military registration of pre-conscripts only after their birthday (when they are already 17 years old). And another mistake that can lead to the imposition of an administrative fine by the Criminal Code and even a “wanted” announcement for violating the rules of military registration. Therefore, let’s note a clearly defined period for registration in the year when a person turns 17: from January 1 to July 31 .

It is during this period that you need to register in the Action or Reserve+ and go through the full procedure of military registration. This can also be done through the CCC at the place of registration. Military lawyers do not recommend missing this period for those who want to exercise the right to travel abroad between the ages of 18 and 22 and have not registered for military registration – this may be grounds for refusal to cross the state border.

Ways to register for military service

Currently, in addition to the physical examination in the CCC at the place of residence, there are two alternative options for becoming a military officer at the age of 17:

You register with your identity confirmation using an electronic key and go through the procedure online through your account in Reserve+

This is the most convenient option that allows you to quickly and without waiting in lines complete the registration procedure remotely and for free.

Through the Diya application , you can get an extract if you have already registered for military service.

Placing on the market in the classic way by physically visiting the district CCC and SP

This option (visiting the CCC and SP upon registration or IDP) is suitable for those who, for religious reasons, cannot (have refused the RNOKPP, TIN) or do not want to use digital services. You register in the queue for registration at the CCC and SP and contact us in person on the specified date with a Passport, 3×4 photos (3 pcs.) and Documents on education and TIN (if available).

After successful registration, an electronic military document is generated, abbreviated as “e-VOD” .

It can be obtained as:

  • in the Reserve+ application after registration;
  • and through the portal/application Action after successful authorization.

The document must be presented at the school (educational institution):

  • on the phone screen (scannable QR code)
  • or in printed form (with a QR code that is also readable)

Important note: Both options, a physical military ID card and an electronic military document, have the same legal force , that is, the digital version of the e-VOD is fully equivalent to the paper version, this is determined by paragraph 9  of the Resolution of the Cabinet of Ministers of Ukraine No. 559 of May 16, 2024 “On Approval of the Procedure for Registration (Creation) and Issuance of a Military Registration Document for Conscripts, Military Obligees and Reservists” .


Important note

If the young man is not registered in the military , an electronic document will not be generated .

That is: First, register through the CCC or Reserve+, and only then receive e-VOD in Action or Reserve+.

Document validity period

The e-VOD formed in both Action and Reserve+ has a limited validity period: 1 year from the date of formation or until changes in military registration (change in the place of registration with the TCC or change of status to “military conscript” or “reservist” instead of “conscript”).

After this period expires or at the time of changes, the document must be “updated” through the appropriate service (for example, Reserve+ or Action).

Conclusion

The system of military registration at the age of 17 has become simpler due to online registration in Reserve+ and without the need to pass the VLK for young men, available to persons abroad. The main steps are that the school no longer follows students to register them for military registration, now the students themselves or with the help of their parents will do this to provide an e-VOD for use of the document in the educational institution (school, lyceum, college, etc.).

The key thing to remember: without registration, an e-VOD is not formed and this is not an error , but the document itself is a full legal confirmation of being on military registration in the CCC and the SP.
