The Ministry of Defense of Ukraine has published detailed explanations regarding the large-scale transformation of the Defense Forces, which introduces a new system of incentive contracts and additional rewards . The main goal of the innovations is to ensure transparency of payments to military personnel, stimulate their combat effectiveness, and provide an understanding of clear terms of service with state guarantees after discharge.
Payout rule (the largest amount will be chosen)
One of the most important innovations of the system is the principle of accruing additional rewards. If a serviceman is simultaneously entitled to several types of payments, he automatically receives the one with the largest amount . This rule applies separately to three categories:
- Monthly remuneration: This includes payments of UAH 50,000 (brigade/regiment/battalion command posts), UAH 15,000–30,000 (for instructors), and UAH 10,000 for other categories.
- Task performance zones: For example, if a soldier moved between a company and platoon stronghold during the day, he will be awarded a larger payment – for the platoon stronghold ( 170,000 UAH in proportion to the days of task performance ).
- Daily for assault actions: If during the day the unit first restored positions (payment of 20,000 UAH), and then stormed the enemy (payment of 40,000 UAH), exactly 40,000 UAH will be accrued .
It is worth noting that the additional remuneration of UAH 10,000 is provided primarily for those who do not receive payments of UAH 30,000 or 50,000. For military personnel in the rear who do not perform combat missions, the main components of the financial support (salary, rank, seniority) are preserved, and a remuneration of UAH 10,000 is also added in accordance with the order of the Ministry of Defense No. 232 .
New contract types: from infantry to base
Order of the Ministry of Defense No. 222 of June 18, 2026 defines a list of positions (the list can be found here ) for various types of contracts:
- Infantry Assault: For a period of 10 months (for active military personnel), 14 months (for those liable for military service), or from 6 months (for those with experience and returning to service).
- Combat and Base: All other positions are contracted for 24 months .
Special attention is paid to servicemen who returned from the Cold War. After being enrolled in the lists, all types of support are renewed for them, and they have the right to conclude a new incentive contract on general grounds, receiving all combat payments in case of completing tasks.
Guaranteed deferral: how the new formula will work
The state is implementing a legal mechanism for post-discharge deferral as a mandatory integral part of the service model. Well-deserved rest after a long period of service. After discharge due to the end of the contract, the military is guaranteed a deferral of 6 months .
To this term, “bonus” time is added according to an individual formula:
- 3 months for every 30 days of combat operations (for 6, 10, 14 month contracts).
- 6 months for each year of service from the start of full-scale invasion until the time of contract signing (for 10-month contracts).
- 1 month for every 30 days of combat (for 24-month contracts).
It is important to note that: this deferral is a state guarantee and should not be replaced by a reservation at the enterprise or other family reason for deferral. It concerns only exemption from mobilization and does not give an automatic right to travel abroad , which is regulated by the general rules of the Cabinet of Ministers of Ukraine Resolution No. 57 .
How to apply for a deferment under the new rules
To receive a deferral after dismissal, you must submit an application to the Central Service Center anywhere in Ukraine. The deferral commission at the CCC and the SP at the place of registration will consider your application together with an extract from the dismissal order, which indicates the calculated period of entitlement to a deferral.
After that, data on the granted deferment “up to a year, month, year” is entered into the Unified State Register “Oberig” within three working days. Information on the deferment of the discharged serviceman will be displayed in the Reserve+ application
