Briefly, what is proposed and what is changed by the draft law No. 15232 “On the draft system of conscription and mobilization priority”: it proposes the introduction of a transparent system of military conscription in Ukraine through the creation of a Unified Register of Mobilization Needs . The main goal of the initiative is to minimize corruption risks and strengthen public trust in state institutions during the formation of the defense forces. On May 13, 2026, the Verkhovna Rada registered the resonant bill No. 15232 “On the roll-call system of conscription and mobilization queue”. The author of the initiative was the People’s Deputy from the Slug party Maksym Zaremsky. This document promises to radically change the approach to the formation of the army, minimize corruption risks, and restore public trust in the conscription process through access to the mobilization queue for everyone. Unified register of mobilization needs: Main innovation
The central element of the reform is the creation of a Unified Register of Mobilization Needs . According to the text of the draft law, access to which will be available to all interested parties, and information in this register will be filled in by the Armed Forces of Ukraine and other military formations in the manner determined by the President.
The Unified Register of Mobilization Needs is a centralized information system created to ensure transparency in the mobilization process and clear regulation of the order of conscription based on data on conscripted men of military age.
What exactly will the Register contain?
- Clear and substantiated information for every man liable for military service in Ukraine about the order of his call-up during mobilization.
- Requirements for citizens: age, health status, military specialty that placed you higher or lower on the list.
- List of restrictions on conscription for certain special categories of persons.
Transparency and the right to information
One of the most important provisions of the draft law is the right of citizens to free access to information contained in the Unified Register of Mobilization Needs. This means that every conscript will be able to clearly understand his status and place in the mobilization queue.
The draft law proposes to establish “transparency of the conscription and mobilization priority system” as one of the fundamental principles of mobilization in Ukraine.
How will the order of conscription be determined?
No more chaotic selection or “catching” from the streets. The draft will be carried out according to the officially defined priority in the register. It will be formed on the basis of objective criteria:
- Age of the citizen.
- Health status .
- Military specialty and professional skills.
Why is this important right now?
The author of the bill in his explanatory note emphasizes that as the fight against aggression has been going on for five years, the issue of transparency has become critical for maintaining the combat capability of the Defense Forces and the population’s trust in the mobilization procedure as a whole. In addition, it is expected that the adoption of the law will help:
- Reduce corruption risks during mobilization.
- Increase the level of citizens’ trust in state institutions.
- Ensure a fair and predictable approach to reserve formation.
Status of the bill
Currently, bill No. 15232 is at the committee stage . On May 14, 2026, it was referred to the Committee on National Security, Defense, and Intelligence for consideration. The document will also be considered by the committees on digital transformation, anti-corruption policy, and budget.
According to the author, the implementation of this law will allegedly not require additional budget expenditures, since financing will be provided within the funds allocated for the defense of Ukraine.
