The digitalization of military registration in Ukraine in the 4th year of the war has made an almost complete breakthrough, adding the vast majority of grounds for deferment to Reserve+. Now thousands of conscripts can issue a draft online in a few clicks without queuing at the CCC and paper documents. The Ministry of Defense has introduced the function of automatic extension and issuance of deferment through the “Reserve+” application .
In this article, we will analyze the complete current list of categories for which the deferral service based on data from the electronic registry is available, and explain how synchronization with state registers works.

How does online deferral without submitting documents work?
The main advantage of the service is the absence of the need to collect certificates and documents if they are already in the system. The system works on the basis of data that is transferred to the Oberig registry from other state registries. When you submit a request to “Rezerv+”, the program automatically checks your belonging to a certain category (for example, the status of a father with many children or disability) through the corresponding digital database.
If the information is confirmed, an online deferral is granted and the status of your deferral is updated instantly or within a few hours in an electronic document.
Full list of 22 categories for automatic deferral
Below we have collected and published a complete list of reasons for a visa that can be issued online and which will be automatically extended through “Reserve+” for 3 months without visiting the CCC or ASC:
Health status and disability
- People with disabilities (all three groups with a certificate issued through the pension fund, confirmed in the registers).
- Temporarily unfit for service due to health reasons (for a period determined by the Military Medical Service, information automatically appears in the system).
Family and child rearing
- Parents of a disabled child under the age of 18 (the child must be registered with you in the registry office).
- Parents of an adult child with a disability of group I or II (disability information must be provided through the PFU).
- Parents of three or more children (large families with a BS certificate).
Caring for relatives
- Those who have a spouse with a disability of group I or II .
- Those who have biological parents with disabilities of group I or II without other non-military relatives .
Education and professional activities
- Students and postgraduates (full-time or dual study with a certificate from the EDEB that the work permit is “yes, not violated”).
- Employees of higher and vocational education (at the main place of work at least 0.75 of the rate).
- School teachers and lecturers at institutions of professional pre-higher education.
Special social and military circumstances
- Military men and women who have a child.
- People whose close relatives died or went missing during hostilities or martial law.
Where can I apply for such a deferment for the first time?
To apply for a deferral for the first time so that it will automatically continue, do so through:
- “Reserve+” application: The fastest way. You just need to log in through DYU or the bank and click the deferral request button.
- ASNAP (Center for Administrative Services): An alternative option for those who prefer to receive assistance from a specialist, but also through electronic services without paper letters to the CCC.
Why is this convenient?
- Time saving: The procedure takes 5 minutes instead of several days of travel.
- No human factor: The data is checked by an algorithm, which minimizes the risk of errors or subjectivity.
- Legal force: An electronic document in “Reserve+” has the same legal force as a paper extract under Resolution No. 559 of 2024.

Important advice
If you fall into one of these categories, but “Reserve+” does not extend the deadline, check whether your data is entered in profile registers (for example, the register of civil status acts or the register of persons with disabilities). Often the problem lies precisely in the absence of a digital record in the primary source or an error in it, for example, in the name, patronymic, surname or TIN.
