The Cabinet of Ministers of Ukraine on June 12, 2026 adopted Resolution No. 767 dated June 12, 2026 on approving a new mechanism for voluntary return to service for military personnel who have voluntarily abandoned their unit (SZCh) or deserted. This procedure will be valid for 100 days – until September 20, 2026 inclusive .
In general, Resolution No. 767 of June 12, 2026 regulates some issues of implementing a pilot project on the mechanism for voluntary return to military service of servicemen of the Armed Forces , the State Special Transport Service , and the National Guard who have voluntarily left military units (places of service) or deserted in order to increase the defense capability of Ukraine by creating conditions and encouraging servicemen who have voluntarily left military units (places of service) or deserted to voluntarily return to military service.

The Cabinet of Ministers of Ukraine separately resolves :
1. To agree with the proposal of the Ministry of Defense , the Ministry of Internal Affairs regarding the implementation within 100 calendar days from the date of entry into force of this resolution (but no later than the date of termination or cancellation of martial law in Ukraine) of a pilot project on the mechanism for voluntary return to military service of servicemen of the Armed Forces, the State Special Transport Service, and the National Guard who have voluntarily left military units (places of service) or deserted (hereinafter referred to as the pilot project).
2. To approve the Procedure (published in the text above) for the implementation of the pilot project on the mechanism for the voluntary return to military service of servicemen of the Armed Forces, the State Special Transport Service, and the National Guard who have voluntarily left military units (places of service) or deserted, which is attached.
3. To make the amendments added to the resolution published above to the Procedure for the implementation of the pilot project on improving the mechanism for the movement of military personnel of the Armed Forces at their initiative, approved by the Resolution of the Cabinet of Ministers of Ukraine dated November 12, 2024 No. 1291 .
Separately, establish that:
1) the coordinator of the pilot project is the Ministry of Defense;
2) the participants of the pilot project are the Ministry of Defense, the Armed Forces, the General Staff of the Armed Forces, the State Special Transport Service, the Ministry of Internal Affairs, and the National Guard;
3) the implementation of the pilot project is carried out within the limits of the expenditures provided for in the State Budget of Ukraine for the relevant year for the Ministry of Defense and the Ministry of Internal Affairs.
The Ministry of Defense is tasked with:
- ensure coordination of activities for the implementation of the experimental project;
- within 10 days from the date of entry into force of this resolution, ensure the technical ability to implement the pilot project using the State Web Portal of Electronic Public Services in the Field of National Security and Defense;
- submit to the Cabinet of Ministers of Ukraine, within two months after the completion of the pilot project, a report on the results of its implementation, as well as proposals for amendments to legislative acts based on the results of the pilot project in the part relating to the Armed Forces and the State Special Transport Service.
6. The Ministry of Internal Affairs shall submit to the Cabinet of Ministers of Ukraine, within two months after the completion of the pilot project, a report on the results of its implementation, as well as proposals for amendments to legislative acts based on the results of the pilot project in the part relating to the National Guard.
7. Participants of the experimental project should be provided with information interaction between state electronic information resources necessary for the implementation of the experimental project.
