On June 12, 2026, Resolution No. 768 of the Cabinet of Ministers of Ukraine approved new types of contracts for military service under a contract by citizens of Ukraine in the Armed Forces (AFU), the intelligence agency of the Ministry of Defense, the State Special Transport Service (SSTS), the National Guard (NGU), the State Border Guard Service (SBGS), the Security Service, the Foreign Intelligence Service, and the State Service for Special Communications and Information Protection during martial law.
Selection of Ukrainian citizens for concluding an incentive contract
Selection for military service under a contract, as well as the provision of advisory and explanatory assistance, are carried out by : district territorial recruitment and social support centers, recruiting centers of the Armed Forces, recruiting centers, the relevant unit of the intelligence agency of the Ministry of Defense or the Foreign Intelligence Service, the Central Directorate or regional bodies of the SBU.
Recruiting (personnel) units of military units (bodies, subdivisions) may be involved in the selection of citizens of Ukraine.
Citizens of Ukraine who wish to be accepted into the military
Conscripts who wish to serve under a contract under the terms of a motivational contract submit to the district territorial center for recruitment and social support, the relevant unit of the intelligence agency of the Ministry of Defense or the Foreign Intelligence Service, the Central Directorate or regional bodies of the SBU, recruiting centers or recruiting (personnel) units of military units (bodies, units) through recruiting platforms, in particular through the electronic account of the conscript, conscript, reservist (hereinafter referred to as the electronic account of the conscript), an application in paper or electronic form, which states:
- last name, first name, patronymic (if available);
- date of birth;
- selected military unit;
- elected full-time position;
- mobile phone number;
- email address.
In the event that an application is received by the district territorial recruitment and social support center, the recruiting center, such an application is transferred to the selected military unit within one working day from the date of its receipt.
The military unit chosen by the person provides:
- clarifying the person’s intentions regarding the conclusion of an incentive contract, in particular by conducting an interview;
- making a decision on accepting a person for military service under a contract within three working days from the date of receipt of the application;
- informing the person about the results of the application review.
In the event that the commander of a military unit makes a decision to refuse to accept a person for military service under a contract under the terms of a motivational contract, such person is sent a notification indicating the reason for the refusal.
In the event that the commander of a military unit makes a decision to accept a citizen of Ukraine for military service under a motivational contract, the military unit organizes:
1) conducting professional and psychological selection;
2) undergoing training (after concluding an incentive contract).
Medical examination of citizens of Ukraine to determine their fitness for military service based on health is carried out in accordance with the legislation.
