Payments upon discharge from military service in 2026: complete list, amounts and procedure for receiving

After the serviceman has signed the Order of Discharge from the ranks of the Armed Forces of Ukraine for family reasons or other reasons, such as: health condition, reaching the age limit of 60 years of service. The whole process is completed with a mandatory financial settlement from the financial department of the military unit where the person last served.

If you are dismissed due to health, age, or family circumstances, you are guaranteed to be paid: cash benefits for the current month (in the amount of cash benefits for the number of days in the month before dismissal from the position) a one-time cash benefit (assigned to each serviceman upon dismissal – its amount depends on military rank), compensation for all days of unused vacation for the entire period of service , health care benefits , and money for unreceived property .

Basic cash benefit (50% indexation): Who is it paid to?

According to the Law of Ukraine “On Social and Legal Protection of Military Personnel and Members of Their Families” , the basic monetary allowance with indexation is perhaps the main financial support upon dismissal. Its amount directly depends on the reason for your dismissal and years of service .

  • Thus, military personnel who are discharged from service due to health reasons are paid a one-time cash benefit in the amount of 50% of the monthly cash allowance for each full calendar year of service .
  • A similar amount of 50% of the monthly cash benefit for each full calendar year of service is provided upon dismissal due to age or due to staff reduction .
  • If you are dismissed for family reasons , the law provides for a payment of 25% of the monthly cash benefit for each full calendar year of service .

It is important to note: The above-listed financial assistance upon dismissal is NOT paid to those military personnel who leave the service due to service incompatibility, deprivation of military rank , or in connection with the entry into force of a court conviction .

Compensation for unused vacation days

It will not be news to anyone that due to the lack of personnel, intense hostilities, and the complexity of bureaucracy, many servicemen have not been able to take a full vacation for years , that is, to use the full 30 days of annual basic paid vacation. Therefore, according to the legislation in 2026, during the final settlement, you are guaranteed compensation for unused military leave for all past years of service, where the calculation is made for each unused day .

It is important to note: This norm applies to both the main annual leave and additional leave (for combatants, an additional +14 days per year).

In particular, additional leave for combatants (UBD) is necessarily compensated , which is 14 calendar days per year.

The amount is calculated by the unit’s accounting department based on the amount of your daily cash allowance at the time of discharge. Not including the “combat 100 thousand UAH per month”, even if you were involved and accepted directly into the unit in combat operations and are listed in the lists of combat orders/orders.

To calculate all payments upon dismissal , only the basic monthly cash allowance (salary by position, military rank, and seniority bonus) is taken into account. Additional “combat” bonuses (30,000 or 100,000 UAH) are not taken into account in the formulas for calculating severance pay or vacation pay.

Example of calculating severance payments

In the table below, we present the calculation for two amounts of basic cash benefits (UAH 26,000 and UAH 126,000). The calculation is made for dismissal due to family circumstances (25% of the benefit for each year of service) provided that there are 3 full years of service .

Note to readers: The basic salary of UAH 126,000 excluding “combat” is hypothetical for most rank-and-file personnel and may apply to senior officers or pilots with appropriate allowances. If you are a rank-and-file personnel and receive UAH 126,000 per month (of which UAH 100,000 is “combat” at zero, and UAH 26,000 is “bare” salary), your calculation upon dismissal will be made in the UAH 26,000 column .

Financial assistance for rehabilitation and to solve social and household issues

Order 260 of the Ministry of Defense On Approval of the Procedure for Payment of Monetary Benefits to Military Personnel of the Armed Forces of Ukraine and Certain Other Persons , clearly regulates the rights of military personnel to annual payments, namely monetary benefits, which include:

  • monthly main types of cash support;
  • monthly additional types of financial support;
  • one-time additional types of cash benefits;
  • rehabilitation assistance;
  • material assistance to solve social and household problems.

So, in addition to the regular salary, it also comes with a bonus of:

  • salary;
  • salary by military rank;
  • for years of service;
  • promotion during military service in the territory of settlements granted the status of mountain settlements, and on Zmiiniy Island, or on water or at sea;
  • allowances for service in the Special Operations Forces of the Armed Forces, qualification, qualification category, performance of the functions of a state expert on secrets, work under regime restrictions, continuous experience in encryption work, honorary and sports titles;
  • additional payments for a scientific degree and for an academic title;
  • premium.

Accordingly, if in the year of dismissal you have not yet received “health care” or material assistance to resolve social and household issues , you have the right to receive them during dismissal by writing an appropriate report (the template can be downloaded below).

The recovery allowance is paid in the amount of a monthly cash allowance (+ salary, rank, length of service).

Social and household assistance can also be equal to a monthly allowance and is paid based on your report submitted to the commander for consideration. After the report is approved, the payment is made by the financial department of the relevant commander’s order.

Compensation for material support and food assets

The law stipulates that the state must fully provide the military with property.

If you were not issued the required uniform, footwear, equipment, or food rations during your period of service, you are entitled to receive their value in cash.

To do this, you need to contact the military unit’s material and food services. They will recalculate and issue a certificate of the value of the property not received. Based on this certificate, the financial service will make the payment at the prices current at the time of discharge.

Algorithm of actions: How can a soldier achieve full settlement?

To ensure that all military payments in 2026 are accrued correctly and without delay, follow the correct legal procedure:

  • Step 1: Report. When submitting a report on dismissal, be sure to write in a separate paragraph: “I ask that you pay me a one-time cash benefit upon dismissal, cash compensation for all unused days of annual basic and additional vacation, as well as compensation for unearned property .” Submit reports on the payment of material assistance and health benefits separately.
  • Step 2: Order of exclusion from the lists. Carefully read the excerpt from the unit commander’s order of exclusion from the lists of personnel. It must necessarily state “with payment of all due monetary benefits” that are subject to compensation.
  • Step 3: Check the cash certificate. Before leaving the unit, get your settlement sheet from the financial service. Make sure that all items from the order are correctly included in the final amount.

FAQ: Answers to common questions

What to do if payments are delayed?

If, after the unit is removed from the lists, the settlement has not taken place, you have the right to submit a lawyer’s request or a written complaint to the Ministry of Defense .

If this does not work, the issue is easily resolved through an administrative court, which will oblige the party to pay not only the debt, but also the average earnings for the period of delay in payment.

Are these payments taxable?

No. According to the Tax Code of Ukraine , a one-time severance pay and compensation for property are not subject to personal income tax (PIT) and military service.

Is the “combat” bonus (30/100 thousand) paid in the month of dismissal?

Yes. If you performed combat or special missions in the month of discharge, additional compensation will be paid to you in proportion to the number of days of participation in such missions before the date of exclusion from the unit’s lists.
